High RoA, broad coverage of the insured persons with expert physicians, high individual notification, high frequency of detecting violations for expert cases based on healthcare quality inspection results, high efficiency of medical and economic examination and healthcare quality inspection, as well as the high share of citizens surveyed on healthcare quality issues had a positive impact on the rating.

The low share of medical and economic expert examinations of the total number of loss events and the low share of healthcare quality inspections as compared with the market averages, the low share of statutory medical insurance costs and the low average indemnities in the pre-court defense did not allow assigning a higher rating.
