The low capital multiplier, the low unconditional (book) liabilities and high coverage of off-balance liabilities with liquid assets had a positive impact on the Fund rating.

High concentration of provided sureties on the major partners and the insufficiently conservative approach to sharing credit risks with partner banks have a negative impact on the rating.
