OREANDA-NEWS. July 01, 2013. An issue of effective use of intellectual potential is one of the most urgent for Ukraine.

The First Vice Prime Minister of Ukraine Serhiy Arbuzov announced during opening of the International expert session “How to make intellect a resource of the development of Ukraine?” , which was organized by the "Foundation for Future" public project under support of the Cabinet of Ministers.

According to Serhiy Arbuzov, intellect is the primary source of innovations, technologies, highly technological goods. That’s why the First Vice Prime Minister is convinced that the result of work of the International expert session will become propositions about the concrete mechanisms of the development of intellectual potential of Ukraine. 

“In turn the Government is ready to introduce new non-standard approaches and measures. Besides, I count on serious participation of business in this program,” Serhiy Arbuzov added.

The First Vice Premier told that there had been received confirmation from private investors and enterprises that around UAH 40 mln would be invested in such project. And one of the tasks is considered by him the search of an answer to the question how to use effectively these funds, that’s why he proposed for considering of participants of the session several principles.

“The first is spending of the funds should not duplicate budget expenses for science and applied sciences. The second – ideas and projects must be financed, but not ranks and seniority. The third – spending of money must be absolutely transparent and focused on achievement of the set goal,” Serhiy Arbuzov has explained.

In the prospect he suggests to create an optimal model of financing of projects on growing of intellectual capital with attraction of local self-government bodies.
