Deputy Head of FAS Met with Delegation of IMF
OREANDA-NEWS. June 19, 2013. Deputy Head of the Federal Antimonopoly Service (FAS Russia) Andrey Tsyganov had a meeting with a delegation of the International Monetary Fund (IMF) led by an Advisor to the European Department, Antonio Spilimbergo.
A visit of representatives of the International Monetary Fund to Moscow is related to preparing a final report on economy of the Russian Federation. The parties discussed the latest changes in Russia’s antimonopoly law and achievements in competition policy. For instance, IMF experts were informed about the measures provided for developing competition on Russia markets and expected results of their implementation. Also, Andrey Tsyganov talked about the work of the Government Commission of the Russian Federation on competition and development of small and medium entrepreneurship, and adopting in December 2012 the Road Map for “Developing Competition and Improving Antimonopoly Policy”, which was devised in close cooperation with representatives of business.
IMF experts showed considerable interest in the mechanisms of evaluating FAS performance; and drafting and adopting the rules for non-discriminatory access for the industries, where they are absent, under the framework of the Road Map.
Special attention was also paid to the issues associated with the banking sector, particularly, protecting consumers of banking services and the methods of strengthening the banking sector, segmenting inter-banking market, the role of the banks with state participation and their impact upon competition.
“Antimonopoly law is constantly improving. We think that our current law and enforcement conform to the best world practices”, pointed out Deputy Head of FAS, Andrey Tsyganov. “Also regular meetings with IMF experts give excellent opportunities to see ourselves as other see us”.
