Ukraine to Attract WB, EBRD, OECD and TI to Corruption Fight
OREANDA-NEWS. June 06, 2013. The Ministry of Incomes and Fees intend to build their anti-corruption strategy in synergy with leading international institutions –the World Bank, the European Bank for Reconstruction and Development, Organisation for Economic Co-operation and Development (OECD), Transparency International etc.
Such a decision was approved during a working meeting of the Minister Olexandr Klymenko and Glenn Ware, an expert for corporate security and partner of PricewaterhouseCoopers audit company.
“After two services were joined there is a task to step to the new level of corruption fight in the limits of the new department. We have to supplement our own acquisitions with best world practices, so that to put on first place not just revealing single facts of corruption, but system prevention of this phenomenon. Our way is to decrease corruption risks through improvement of administration, through analysis of risks,” Olexandr Klymenko emphasized.
In turn, Glenn Ware underlined that the highest risk was considered by him an excessive amount of cases, when adoption of decisions depended exceptionally on lower rank officials. “Officials must have little space for manouevre. This can be achieved through strict regulatory procedures, through standardization of algorithms of actions of administrant,” the expert views.
The parties agreed that these days corruption was considered by business structures as a principal barrier for investing into Ukraine. It demands maximal concentration of efforts of state bodies in fight against this phenomenon.
“In this case the fact that we have complete support of top leadership of the country instills confidence in success. The President has clearly expressed his position: corruption fight must stand among top priorities in creating favourable investment climate. We must be active in this direction so that to improve the image of Ukraine in the eyes of international business community,” Olexandr Klymenko summed up.
