OREANDA-NEWS. June 03, 2013. Representatives of the Department for Control over Social Sphere and Trade of the Federal Antimonopoly Service (FAS Russia) took part in the 19th International Conference of Adam Smith Institute – the “Russian Pharmaceutical Forum” in St Petersburg.

It is the largest annual event on the pharmaceutical market in Russia, attended by the heads of international and Russian pharmaceutical companies, producers of medical products, their associations, distributors, as well as representatives of the authorities, legal firms and expert organizations.

The Head of FAS Department for Control over Social Sphere and Trade, Timophei Nizhegorodtsev, made a presentation at the session on “Regulating the Pharmaceutical Sector”, and took part in a session of the international conference on “Entry of Medicines to the Market and their Availability for the Patients: Modern Technologies and their Use in Russia as a Solution of Global Tasks”. He discussed the key issues of developing the pharmaceutical market in the Russian Federation, and FAS efforts towards developing competition on the pharmaceutical market. In particular, he covered improvement of registration procedures, substitutability of biological medicinal products, transition of medicine producers to the GMP standards, the prospects of creating a system of compensation for medicines, reforming the system of government regulation over the health care in the Russian Federation, etc.

On 22nd May, Timophei Nizhegorodtsev also took part in the International Conference on “Health Care and Medical Products in Russia”, the session on “Government Regulation of the Medical Products Industry”. His report focused on “Increasing Control over Circulation of Medical Products. Anti-Corruption Law and Enforcement. Developing the Concept of Goods Substitutability”.

On 3rd May, Deputy Head of FAS Department for Control over Social Sphere and Trade, Yulia Yermakova, took part in the session on the “Legal Aspects of Regulating the Medical Products Industry in Russia”, where she made a presentation on a “Draft Federal Law “On Circulation of Medical Products”: the FAS Position”. She outlined the main proposals put forward by the Federal Antimonopoly Service and included in the Draft Federal Law “On Circulation of Medical Products”, which had been devised in 2012 by the Ministry of Industry and trade, the Ministry of Health Care, the Ministry of Economic Development and FAS. As a result of discussions at the conference, several provisions of the Draft Law will be made more specific and amended.
