OFAS Fined Kstovsky District Heating Networks
OREANDA-NEWS. June 03, 2013. Nizhniy Novgorod Regional Arbitration Court pronounced legitimacy of the decision made by the Office of the Federal Antimonopoly Service in the Nizhniy Novgorod region (Nizhniy Novgorod OFAS Russia) with regard to “Kstovsky District Heating Networks” OJSC and held the company administratively liable under Article 14.31 of the Code of the Russian Federation on Administrative Violations.
The Commission of Nizhniy Novgorod OFAS Russia found that the company violated Article 10 of the Federal Law “On Protection of Competition” (abusing dominance). The company unreasonably charged for actions associated with supplying heating energy to consumers, such as: agreeing upon the projects of the units for metering and recording of heating energy, heating supply projects, delineating balance sheet attribution, inspecting heating and hot water supply systems.
Having investigated the case, Nizhniy Novgorod Regional Arbitration Court allowed the claim of the Antimonopoly Service and held “Kstovsky District Heating Networks” OJSC administratively liable imposing a fine of nearly two million Rubles.
