OREANDA-NEWS. May 24, 2013. Representatives of the Federal Antimonopoly Service (FAS Russia) took part in a workshop on “Analysis and Procedures of Complex Mergers” organized in Budapest by OECD-Hungary Regional Competition Centre.

Officers of the antimonopoly authorities from Russia, Albania, Romania, Macedonia, Croatia, Serbia, Ukraine, Belarus, Moldova and other countries discussed internal and external problems related to planning and structuring cases on corporate mergers.

Presentations made by the workshop attendees focused on the damages theory, economic methods and corrective measures used for complex mergers.

For instance, FAS representatives gave an example of a merger of two vertically integrated units in agricultural production. The transaction was approved but at the same time OFAS set mandatory conduct conditions, aimed at preventing antimonopoly violations.

“This economic concentration transaction was unorthodox for Orel OFAS since it took place in a socially important bread market. Therefore, apart from its economic aspects OFAS also looked into social aspects”, said Deputy Head of Orel OFAS Russia, Ms Bubentsova.
