FAS to Support and Protect Entrepreneurship
OREANDA-NEWS. May 23, 2013. The Head of the Department of the Federal Antimonopoly Service (FAS Russia) for Control over the Authorities, Vladimir Mishelovin, took part in the XVIII National Conference of representatives of small and medium companies – the “Instruments for Support and Protection of Small and Medium Business in the Conditions of Global Markets”, organized by the Federation Council of the Federation Assembly of the Russian Federation together with the Ministry of Economic Development and the Chamber of Commerce and Industry of the Russian Federation.
Vladimir Mishelovin discussed the results of the joint efforts of FAS and representatives of business community towards executing the Action Plan (“Road Map”) for “Developing Competition and Improving the Antimonopoly Policy”. The FAS representative emphasized the special importance of the task of simplifying work of entrepreneurs in the framework of the antimonopoly regulation. A part of his report focused on the changes to the Federal Law “On Protection of Competition” drafted by FAS: abolishing preliminary control over economic concentration transactions, excluding permissive procedures for control over issuing preferences, improving the institutions of warnings and admonitions. The project also enables consideration of antimonopoly cases using systems of video conferences, and increases efficiency of methodological support for the purposes of unified interpretation and application of the norms of the antimonopoly law.
A significant interest and support of conference attendees were caused by the amendments introducing antimonopoly standards for establishing enterprises with state participation and prohibition to establish them without approvals by the antimonopoly authority.
“The Road Map created good preconditions for favourable entrepreneurial climate and development of fair competition. Only joint efforts of the authorities and professional unions of entrepreneurs toward executing the specified measures, evaluating the results and correcting plans can help achieving a complex objective of competition development”, pointed out Vladimir Mishelovin.
