OREANDA-NEWS. May 22, 2013. “Deregulation of business and simplifying of permission procedures improves the investment potential of builidng area. This process is going on. First of all, the Government is interested in building of available accomodation objects. Construction sites are singled out for free with this aim. And in some cases even communications are laid to these sites.

Thus far, there have been selected already 43 such construction sites in Ukraine,” a Vice Prime Minister of Ukraine Olexandr Vilkul said during a meeting with representatives of leading international companies which enter American Chamber of Commerce.

Moreover, he stressed that the Government of Ukraine is ready to facilitate to investors in building of plants for construction of modern building materials and constructions.

To ensure the development of building area a peculiar accent is made on renewal of bridge-building documents. So, from January of 2013 the number of renewed bridge-building documents in towns and districts of all regions of Ukraine have been increased.

“This issue is supervised by me personally. For now the level of renewed bridge-building documents makes up 97%. And by June 1, 2013 all bridge-building documents in Ukraine including general plans will be renewed 100%. This is a powerful basis for the strategic development of building domain in Ukraine,” Olexandr Vilkul said. 

Thus far, the Government has readied a whole series of initiatives in order to deregulate and simplify the permit procedure in building area:

Shortening of the term of issuing of technical conditions for building activities from 15 to 10 days. 

Ensuring rights of owner of construction to use autonomous systems of engineering maintenance irrespective of existing main and other networks on the territory. 

Creating legislative opportunity to transfer from permission to declarative principle of start of activities.

Issuing conditions and restrictions for building on land plots including on the basis of General plans. 

Opportunity of building I-II category objects on the basis of only building passport without additional permissions (approximately 75% of documents).
