Gong Chengquan, party secretary of Panshi City and Li Hongyan, vice mayor of Panshi City practically investigated Hongqiling Nonferrous Metal High-tech Industrial Park for promoting its construction and discussing infrastructure construction in the park with local leaders. President and party secretary of Jilin HOROC Nonferrous Metal Group Co., Ltd. (HOROC), Xu Guangping and general manager and party secretary of Jilin Jien Nickel Industry Co., Ltd. (Jien Nickel), Su Yuede also involved this investigation.

In recent years, Panshi government was committed to construct Panshi and Mingcheng Economic Development Zones and modern drugs, new material and nonferrous metal industrial parks. Hongqiling Nonferrous Metal High-tech Industrial Park will be planned to develop as a nonferrous metal deep processing industrial base. The deadline of the park is from 2012 to 2030.
Located in Panshi City, Jilin Province and founded in 1960, HOROC with RMB 320 mln yuan registered capital has developed into a large-scaled group with business scope varying from mining, dressing and smelting to chemical and main products including nickel, copper, cobalt, molybdenum, gold, silver and salt products.

Jien Nickel, located in Panshi City, Jilin Province, is the largest subsidiary of Jilin HOROC Nonferrous Metal Group Co., Ltd. engaged in producing and selling nickel sulfate, electrolytic nickel and nickel chloride etc.
