PM of Ukraine: Cities Should Not Delay with Adoption of Master Plans
OREANDA-NEWS. May 06, 2013. Every city has to have a master plan for its development. The task set by the Government, and this issue should be resolved soon, said Prime Minister of Ukraine Mykola Azarov during his communicating with users of social network Facebook.
Mykola Azarov said that the master plan of the city is a document that clearly defines industrial zones, recreational areas, location of shopping centers, transport links, and more.
"This is a big and serious research work, and after making such a master plan debate about whether to build or not to build would be pointless, because the location in the master plan of any object should be scientifically proved," said Mykola Azarov.
He also believes that the master plans of major cities should be approved at the highest level, by the Government. This is primarily to protect the city from spontaneous and unreasonable building up, and will provide urban planning with resources. Mykola Azarov said that before the adoption of the master plan it is provided a public discussion.
"Now the work on the development of master plans lasts. Of course, all of this great expenditures, and many cities’ leaders justified by the fact that they do not have the money for it. Lack of master plans allow enough volitionally to take decision, said the Prime Minister. - But after the adoption a master plan should be a law, a guide to action."
If there was a master plan, for example, in Kyiv, we could not have the situation that on the way of construction of a new ring road all land plots had been distributed under the houses and other construction, said the Prime Minister.
"I can cite other examples. You have raised a very important question that must be resolved soon," said Mykola Azarov.
