OREANDA-NEWS. April 29, 2013. The Office of the Federal Antimonopoly Service in Moscow (Moscow OFAS Russia) initiated a case against the Government of Moscow upon signs of violating the antimonopoly law (Part 1 Article 15 of No.135-FZ Federal Law “On Protection of Competition” of 26th July 2006). The case is scheduled on 16th May 2013.

The case was initiated upon the Government of Moscow issuing an order, obligating “Mosvodokanal” Municipal State Unitary Enterprise to conclude a contract for supplying a water decontaminating reagent – sodium hypochlorite.

Under the order, “Mosvodokanal” had to purchase no less than 50,000 tons of the reagent from “BTE Proekthezelshaft Natriumhypochlorite m.b.H.” – an investor in construction of a plant for producing sodium hypochlorite in Nekrasovka (at the location of Lyubertsy treatment facility of “Mosochistvod”). The contract had to be concluded for the entire refinancing period at the prices covering reasonable operational costs with 10% profitability.

“Experts of Moscow OFAS Russia are analyzing the situation with “Mosvodokanal” purchasing reagents for water purification in Moscow water supply system, in particular, the existing needs and market prices”, pointed out Deputy Head of Moscow OFAS Russia, Olesya Milchakova.
