FAS Will Inspect Situation on Market of Educational Services
OREANDA-NEWS. April 29, 2013. The Expert Council at the Federal Antimonopoly Service (FAS Russia) for Developing Competition in Education and Science discussed “Ensuring Equal Conditions for Work of Educational Organizations Regardless of Organizational Legal Forms and Property Forms on the Market of Educational Services in Secondary Complete General Education”.
According to the heads of non-state educational organization as well as a representative of the Office of the Human Right Commissioner in the Russian Federation, and the head of the Association of non-state educational organizations of Russian provinces, state and non-state general educational organizations in Moscow receive financing under different standards for implementing the same programmes.
In the opinion of representatives of non-state educational organizations, the market situation has not improved in spite of No.10-FZ “On Introducing Changes to the Law of the Russian Federation “On Education” and Article 26.3 of the Federal Law “On the General Principles of Organizing Legislative (Representative) and Executive Bodies of the Constituent Territories of the Russian Federation” coming into force on 1st July 2012, which establishes obligation of the authorities to ensure equal standards for financing state, municipal an accredited non-state educational organizations.
Based on the session results, members of the Expert Council recommended FAS to study the situation on the markets of educational services in secondary complete general education to ensure that there are no signs of discriminatory conditions for work of non-state general educational organizations.
