Speaking at the X International Exhibition and Conference “The Modern Fuel Filling Station and Oil Depot: the Market of Oil Products in Russia”, Deputy Head of the Department of the Federal Antimonopoly Service (FAS Russia) for Fuel-and-Energy Complex Daria Savina stated: “Currently FAS is completing analysis of the market of crude oil, wholesale markets of motor gasoline and diesel fuel. Regional FAS Offices analyse small wholesale and retail markets of oil products. By the end of 2013, FAS will summarize the information on the state of competition across different segments of the market of oil products”.

In her report “Antimonopoly Regulation and Control on the Market of Oil Products of the Russian Federation”, Daria Savina reflected different statistical data, such as developments of the extent of oil production and refining in 2008 – 2011, the share of shipments of motor fuels to the domestic market, trends in retail prices for oil products and rates of excise duty. Ms. Savina also discussed the practice of investigating cases on violating the antimonopoly law on the markets of oil products.

“It is important that based on the outcome of the investigated antimonopoly cases, FAS instructed the oil companies to sell oil products through exchange”, emphasized Daria Savina. “The structure of exchange trading is undergoing significant improvements”.

Daria Savina also talked about the practice of developing “model policies” by oil companies to increase information transparency of the industry. “TNK-BP Holding” OJSC, “Bashneft” OJSC and “Gazprom Neft” have already devised their trading practices and agreed them with FAS Russia”.
