OREANDA-NEWS.  April 19, 2013. The Federal Antimonopoly Service (FAS Russia) held a meeting of the Working Group on Inorganic Chemistry and Mineral Fertilizers of the Expert Council on Chemical Industry.

The Working Group analyzed the issues related to developing a model of trading policy with regard to sales of mineral fertilizers and pricing for mineral fertilizers. The Working Group also summed up the first results of applying FAS recommendations for entry to the markets of raw materials for production of mineral fertilizers.

In particular, FAS studied the policy of “EvroKhim” MKhK” OJSC for selling mineral fertilizers on the Russian domestic market. “In general, FAS approved the trading policy of the mineral-chemical company. However, FAS pointed out that it is necessary to improve certain clauses that do not meet the criteria of finiteness, achievability and possibility to calculate.

Representatives of “EvroKhim” MKhK” OJSC agreed with the comments of the antimonopoly body; while FAS expressed its readiness to provide methodological support on improving the company’s trading policy.

A “Rapu” representative, Igor Kaluzhsky, also reported that some other producers of mineral fertilizers would soon approach FAS to jointly develop their model of trading policy.

“Although the market of mineral fertilizers is competitive and producers of mineral fertilizers do not have dominant position, distributors in the region typically operate in non-competitive conditions. Thus, it is necessary to set horizontal requirements to the dealers, which would ensure competition between them”, commented the Head of FAS Department for Control over Chemical Industry and Agro-Industrial Complex, Anna Mirochinenko.
