FAS, Procurement Service of Korea Signed MoU
OREANDA-NEWS. April 10, 2013. A delegation of the Public Procurement Service of the Republic of Korea led by General Director of International Goods Bureau Ms. Chang Kyungsoon visited the Federal Antimonopoly Service (FAS Russia).
Korean delegation had a meeting with Stats-secretary, Deputy Head of FAS Andrey Tsarikovskiy. The parties exchanged opinions on the state of public procurement system in South Korea and Russia, discussed achievement in this field, and public procurement procedures in both countries, organization of the systems of control over public procurement and specifics of the work of official electronic procurement portals.
Experts of Korea’s Public Procurement Service thought highly of the public procurement system in Russia and pointed out that in Korea they develop similar areas of procurement regulation. On the basis of the meetings, the parties agreed to develop Russian-Korean cooperation and introduce the best practices.
Andrey Tsarikovskiy, in his turn, pointed out that the laws of Russia and Korea on state procurement regulation is to a high standard and also emphasized importance of the meeting and cooperation between FAS and Korea’s public procurement body, which has some of the best experiences in the world.
FAS Russia and the Public Procurement Service of the Republic of Korea signed a Memorandum of Understanding on cooperation in the field of public procurement, which determines the main areas and forms of further cooperation on public procurement between the two bodies.
The delegation of the Public Procurement Service of the Republic of Korea also studied the work of FAS Department for Control over Public Procurement. In particular, officers of the Department demonstrated methods of work with the portal of public procurement and web-sites of Russian electronic trading platforms.
The delegation of the Public Procurement Service of the Republic of Korea also took part in the work of the 9th National Forum and Exhibition “GOSZAKAZ-2013”, where its representatives informed participants about the system of public procurement in Korea and the main changes in Korean law on public procurement and emphasized that Russia and Korea have some of the most efficient systems of public procurement in the world practice.
