OREANDA-NEWS. April 05, 2013. It's time to consider a systemic activation of urban planning at the meeting of the Government and to draw conclusions as to the reasons and persons that inhibit the activation of the construction. This was started by Prime Minister of Ukraine Mykola Azarov at a meeting of the Cabinet of Ministers.

In particular, Mykola Azarov noted that the revolutionary simplification of licensing procedures in construction is not formally left virtually any barriers for developers. However, in reality the situation is rather ambiguous. The monitoring results of the Ministry of Regional Development, Constriction, Housing and Communal Services indicates that there are cities that have not yet abolished the decision of local authorities, which do not meet the norms of the Law of Ukraine "On regulation of urban development." Not approved master plans and zoning developments. That is, we have good regulatory framework, but there are no selected areas in many regions.

Moreover, the Prime Minister said that now we have completely unacceptable situation, when there are many permissions in some regions and, in other permissions are not enough. According to the results in 2012 were issued 109 000 building permits it is in 2.7 times more than before the reform.

"It's time to systematically address the issue at the meeting of the Government and to draw conclusions as to the reasons and persons that inhibit the activation of construction," Mykola Azarov said.

The Head of Government instructed the vice Prime Minister Oleksandr Vilkul together with relevant ministries deeply analyze the situation and prepare a report on the revitalization of urban development on the special expanded session of the Cabinet of Ministers.
