NBU Allows Transferring Domestic Currency without Opening Accounts
OREANDA-NEWS. Resolution of the Board of the National Bank of Ukraine No. 57 of 26 February 2013 On Approval of Regulation on the Procedure for the Issuance of Licenses Allowing Non-banking Financial Institutions to Transfer Funds in the Domestic Currency without Opening Accounts (hereinafter referred to as Resolution No. 57), which was registered with the Ministry of Justice of Ukraine on 13 March 2013, will take effect on 29 March 2013. This Regulation applies to the non-banking financial institutions intending to become payment institutions and/or payment system members and transfer funds in the domestic currency without opening accounts.
Resolution No. 57, which has been adopted pursuant to Law of Ukraine No. 5284-VІ of 18 September 2012 On Amendments to Certain Legislative Acts of Ukraine (relating to the functioning of payment systems and development of cashless payments), is intended to establish the procedure for the issuance of licenses allowing non-banking financial institutions to transfer funds without opening accounts. The aforementioned Resolution determines the procedure for the issuance, renewal, or re-issuance of a license, and specifies the grounds upon which the regulator may refuse to issue a license or revoke it. Therefore, non-banking financial institutions are allowed to launch the provision of funds transfer services from the date of signing the license by the authorized official of the National Bank of Ukraine, providing that they are payment system members.
Starting from 29 March 2013, the non-banking financial institutions intending to become payment system members and carry out activities related to the transfer of funds will have to submit to the National Bank of Ukraine the documents required to obtain the license allowing license holders to transfer funds in the domestic currency without opening accounts.
In accordance with Resolution No.57, the non-banking financial institutions that had been granted licenses to provide funds transfer services by the State Commission for Regulation of Financial Services Markets of Ukraine before 18 October 2012 are required to submit the documents necessary to obtain the license to transfer funds in the domestic currency without opening accounts to the National Bank of Ukraine by 1 January 2014. In this case no fee is charged for the issuance of a license by the National Bank of Ukraine.
