OREANDA-NEWS. April 04, 2013. It was voted for by 26 councillors. Communists and the group of socialists abstained from voting saying that the budget is anti-social and protects interests of the Alliance rather than interests of city dwellers. In the first reading the budget for 2013 was passed on February, 12.

In line with the document, adjusted to amendments for the second reading, in 2013 revenues of the municipality of Chisinau are to be 2.79 bln. leis , its expenditures making 2.85 bln. leis. The budget deficit of 68.6 mln. leis is going to be covered by 80 mln. leis to be received from privatization, 106.5 mln. leis to be granted by external donors and 66.3 mln. leis that remained on the balance of the municipal budget following 2012.

Close to 184. 3 mln. leis have been budgeted to pay on loans. The biggest share of municipal revenue falls on incomes from the income tax and makes 794.08 mln. leis from incomes by legal entities and 1.41 bln. leis from wages to individuals. Fines and administrative sanctions have been budgeted at a sum of 4.5 mln. leis; 12.48 mln. leis more are expected to be received from fines imposed by the traffic police.

The biggest share in the municipal expenditures falls on education and makes up 1.15 bln. leis. Public services of special purpose will be allotted to 451.56 mln. leis, utility and residential stock service and maintenance have been budgeted for 341.74 mln. leis; public vehicles and road facilities will be spent on 254.65 mln. leis; social insurance and assistance will be assigned for 212.46 mln. leis; health care will be spent on 36.42 mln. leis.

Over 309.2 mln. leis have been budgeted for implementation of investment programs and overhauls, 300 thou. of this sum being state budget transfers and over 94 mln. leis being loans.
