OREANDA-NEWS. April 02, 2013. In order to implement the new model of Armed Forces of Ukraine, it is necessary to accelerate reformation of military-industrial complex that would meet the new needs of armed forces and realities of the modern world.

It was stated by the President at the meeting of NDSC. He stressed that on March 31, the Cabinet of Ministers would approve the State program of military-industrial complex reformation and development until 2017.

“We must revise strategic priorities of military-industrial complex development, renew strategic and program documents in this sphere, ensure efficient state management of military industrial complex and organize efficient system of military-industrial policy of state,” the President noted at the meeting of NDSC.

According to Viktor Yanukovych, the Program must include proposals regarding corporatization of MIC-enterprises and creation of profile vertically-oriented associations under branch approach. Also, it is necessary to elaborate issue of restructuring MIC-enterprises, thus strengthening financial positions of State Trust “Ukroboronprom”.

The President expressed belief that further financial state support to the enterprises of the Trust without their restructuring would be inefficient, that’s why the assistance of “Ukroboronprom” in the implementation of foreign trade contracts would be necessary.

“The new structure of the Trust must be optimal for providing new armament to the Armed Forces and strengthening the position of Ukraine on the world arms market while the state policy must be integral and aimed at the solution of such tasks,” the President emphasized. According to him, national MIC should produce military equipment and modern armament that can be competitive on the world market.

“We must not only provide basis for technical re-equipment of the AFU, but also preserve and increase export potential in this sphere, focusing on high-tech and highly precised types of armament and military equipment,” Viktor Yanukovych added.

The Head of State drew attention to the necessity of elaborating efficient mechanisms of stimulating prospective scientific researches, creating modern technologies and dual-use products for domestic and foreign markets, revising the system of science funding, developing intersectoral exchange of experience and training scientists and engineers for MIC. “I am confident that the potential of our MIC is not fully used,” the President noted.
