FAS Initiated 3 Cases for Allocating Quotas for Catching Crab
OREANDA-NEWS. March 25, 2013. The Federal Antimonopoly Service (FAS Russia) initiated three cases against Primorie Regional Office of Rosrybolovstvo [Federal Fishery Agency] upon signs of restricting competition by executive bodies (in breach of Part 1 Article 15 of the Federal Law “On Protection of Competition”).
Primorie Regional Office of Rosrybolovstvo could have violated the law by issuing and approving orders to organize in November 2012 three auctions for the right to conclude contracts of fixing quotas for catching (harvesting) aquatic biological resources: Koran horsehair crab, blue crab and king crab in the Primorie sub-zone (to the south of Zolotoi cape).
“The auction documentation specified that the main grounds for allowing to take part in the auction organized by the Regional Office of Rosrybolovstvo was a harvesting contract concluded with a research organization and valid till 31st December 2008, which could have resulted in restricting the number of auction bidders, and therefore, violating the antimonopoly law”, pointed out the Head of FAS Department for Control over Housing& Utilities, Construction and Natural Resources, Vadim Solovyov.
