First Discussion of Draft Model Competition Act Held in Novosibirsk
OREANDA-NEWS. March 20, 2013. An International Research-to-Practice Conference on a draft Model Competition Act started in Novosibirsk.
The conference opens a series of events aimed at detailed public discussion of the Model Competition Act. It is expected that similar conferences will be organized in Kazan, the Republic of Belarus and Kazakhstan.
In May 2012, the Council of the Eurasian Economic Commission designated the Russian Federation the main architect of the draft law.
Participants include representatives of the authorities, academia, integration association and business communities of Belarus, Kazakhstan and Russia and experts on antimonopoly law.
The Conference was addressed by a member of Collegium (the Minister) on Competition and Antimonopoly Regulation of Eurasian Economic Commission, Nurlan Aldabergenov; Deputy Head of the Department for Developing Small and Medium Entrepreneurship and Competition of the Ministry of Economic Development of the Russian Federation, Kirill Yemelyanov; Deputy Head of the Federal Antimonopoly Service (FAS Russia), Andrey Tsyganov; the Chairman of the Committee for Economic Development and Entrepreneurship of the Senate of the Parliament of the Republic of Kazakhstan, Talgatbek Abaidildin; and many other speakers.
The Model Act is a regulatory document to be adopted for the purposes of approximating legal regulation of economic relations in the field of competition policy of the member-states of the Customs Union and the Common Economic Space.
According to Nurlan Aldabergenov, the Model Act will serve as guidelines and will be signed by the Heads of Belarus, Kazakhstan and Russia in July 2013.
Deputy Head of FAS Andrey Tsyganov pointed out that the objective of the Model Act is to continue and increase efficiency of interpenetration of the economies of the member-states of the Common Economic Space. However, Andrey Tsyganov said that “the draft the Model Act lacks an important detail – describing the issues of cooperation between national antimonopoly bodies with each other and cooperation between national and supranational bodies.”
