OREANDA-NEWS. March 15, 2013. Deputy Head of the Federal Antimonopoly Service (FAS Russia) took part in a meeting of the Economic Commission of the CIS Economic Council. His report focused on granting the “Resource-and-Training Centre of the Federal Antimonopoly Service” Federal State Autonomous Institution the status of the base organization of CIS member-states for professional training and advancing qualification in the field of antimonopoly regulation and competition policy.

FAS Resource-and-Training Centre is one of the four such educational establishments in the world. Creating the Centre, FAS took into account positive experience of Organization for Economic Cooperation and Development (OECD) in Seoul (Korea) and Budapest (Hungary), and experience of the regional Competition Centre for Latin American Countries in the Mexico City (Mexico).

Developed infrastructure and classroom facilities allow using state-of-the-art teaching methods.

The Resource-and-Training Centre has already hosted several international events with participation of representatives of the CIS states, including Competition Day in Russia (September 2012) and an annual training for representatives of the antimonopoly authorities – FAS partners (December 2012). The Resource-and-Training Centre has already started implementing professional training, retraining and qualification advancement programmes for Russian civil servants. The Centre offers over 100 such programmes that differ by length, levels and purposes.

“There is a true need to make FAS Resource-and-Training Centre the base organization because of the need to train professionals for the antimonopoly bodies of the CIS states”, emphasized Alexei Dotsenko.

The proposal to grant the status of the base organization of the CIS member-states to FAS Resource-and-Training Centre was unanimously approved by the Economic Commission. Now the proposal is submitted to the CIS Economic Council.

The “Resource-and-Training Centre of the Federal Antimonopoly Service” Federal State Autonomous Institution was formed under No.1306-r Order of the Government of the Russian Federation of 28th July 2011 with support of the President and the Government of the Republic of Tatarstan.

The Training Centre was officially opened on 12th September 2012, as part of an annual international conference – Competition Day in Russia, organized by the Federal Antimonopoly Service, in the presence of foreign guests, representatives of the CIS member-states. The President of the Republic of Tatarstan Rustam Minnikhanov took part in the opening ceremony.

In November 2012, at the 37th session of the Interstate Council on Antimonopoly Policy (ICAP) in Kiev, ICAP members discussed opening FAS Resource-and-Training Centre in Kazan, formulated its main goals and objectives, in particular, satisfying the needs of representatives of the antimonopoly bodies of the CIS member-states in training and advancing qualification in the field of competition policy and antimonopoly regulation.

Having discussed the issue, ICAP made a decision to consider granting the status of the base organization of the CIS member-states to FAS Resource-and-Training Centre for professional retaining and advancing qualification in the field of antimonopoly regulation and competition policy.
