OREANDA-NEWS. March 12, 2013. In accordance with the “Road Map” for developing competition and improving the antimonopoly policy, the Federal Antimonopoly Service (FAS Russia) jointly with the Ministry of Economic Development and with participation of non-government association of entrepreneurs devised the draft Rules for preparing an annual Report on the state of competition in the Russian Federation.

FAS annually issues a Report on the state of competition in the Russian Federation, actively engaging other interested participants, including representatives of the entrepreneurial community, in this work.

The procedures for drafting a Report on the state of competition in the Russian Federation were formulated and submitted for approval to the Ministry of Economic Development and several non-government associations of entrepreneurs.

The proposals were discussed on 15th February 2013 at a consensus meeting at the antimonopoly authority chaired by Deputy Head of FAS Andrey Tsyganov with participation of representatives of the Ministry of Economic Development, the Russian Union of Industrialists and Entrepreneurs, the Chamber of Commerce and Industry, “OPORA Rossii” and “DELOVAYA ROSSIA”. The completed draft has been forwarded to the Ministry of Economic Development for a final approval.

“We aim at cooperation with the entrepreneurial and expert communities and will take into account their opinion about developing competition in Russia”, pointed out the Head of FAS Analytical Department, Alexei Sushkevich.

Under Article 23 of the Federal Law “On Protection of Competition”, the Federal Antimonopoly Service presents an annual Report on the state of competition in the Russian Federation to the Government of the Russian Federation.

The Report includes comprehensive characteristics of the most important aspects of Russian policy towards protecting and developing competition and is based on:

- Analyzing data available to FAS that characterize the state of competition in the national economy and on particular markets;

- The results of a set of measures exercised by FAS to stir up and develop competition on particular markets;

- The proposals aimed at protecting and development competition that were made by FAS in the course of drafting federal laws and other federal legislative acts, and upon a FAS initiative were also forwarded to the Government of the Russian Federation, the Federal Assembly, federal ministries and agencies.
