Ukrainian IT Companies Should Compete on Equal Terms with Foreigners

This is especially important today, when the Government approved State program to promote economic development for two years. Dynamic development of Information and communications technology sphere will solve a number of systemic economic problems, in particular, it will help to overcome the negative balance and saturation of the market its own products. This opinion was expressed by Chairman of the State Agency on Science, Innovations and Informatization of Ukraine Volodymyr Semynozhenko during the meeting of vice Prime Minister Kostyantyn Gryshchenko with representatives of IT companies.
Opening the meeting, vice Premier said that until recently the Ukrainian IT industry relying on its own strength, but last year legislative changes was adopted regarding the release of the industry from VAT and reduction of income tax to 5%.
These innovations allow our businesses to strengthen their competitive position in the global market of software products. However, as the Chairman of the Council on Competitiveness ICT industry Igor Lysytskyi, terms of IT business in Ukraine is still inferior Belarusian or Indian. That is why there is now a need to make additional changes to the Tax Code of Ukraine and reduce the burden on the payroll by reducing the single social tax and personal income tax. This tax is proposed to set at 5%. According to Igor Lissitzky, the main effect of the adoption of the bill would eliminate the shadow wage workers in the sector, thereby also increase revenue and extra-budgetary funds.
Other participants of the meeting also noted that legalization of relations managers of IT companies with programmers is crucial in view of the possibility of cooperation with foreign partners. Today, foreign firms are reluctant to contact our IT business because of the large number of programmers "contractors" who are not officially employed. In this case there are threats concerning personal data protection and intellectual property rights.
During the meeting it also was discussed the interaction of IT companies with universities. The meeting participants noted that the participation of the IT business in shaping the curriculum and in the teaching process is extremely important. Vice Prime Minister Gryshchenko proposed to hold a round-table on Partnership IT business and education in Kharkiv, where situated the leading universities that train programmers.
