OREANDA-NEWS. March 01, 2013. 1. The Central Bank of the Republic of Azerbaijan is holding an open tender on upgrading of technical (procurement of servers, network equipments, UPS) and software platforms (jBase migrating R07 version to the latest version) of Temenos Banking Operating System.

The Tender procedure is to be held at the administrative tower of the Central Bank (32, R.Behbudov Str., Baku city) on 18 April 2013.

2. Bidders should submit the following documents to be eligible:

- tender application;

- bank reference confirming payment of the participation fee;

- notarized copies of documents confirming legal status of the Bidder (Charter, certificate of state registration or statement from registry, etc);

- document confirming authorities of the persons empowered to sign the tender offer and procurement contract;

- bank statement on financial standing of the bidder over the past one (1) year;

- reference issued by a respective tax authority on absence of expired obligations on taxes in the Republic of Azerbaijan (information from foreign bidders);

- two copies of the tender proposal in Azerbaijani (to be valid through 03 June 2013);

- bank guarantee in the amount of 1 (one) percent of the tender proposal (in the format specified in the RFP);

- data on at least 2 (two) projects implemented over 5 (five) years similar to the requirements set by the Central Bank and a document enumerating names, addresses and phone numbers of at least 2 (two) customers;

- document confirming availability of at least 2 (two) certified specialists on proposed systems and equipment;

- Other documents related to the Bidder in RFP.

3. The Bidder should be a legally and financially independent company functioning for at least 5 (five) years.

4. The bidder shall submit the signed and sealed bid and the bank guarantee in a two-fold envelope until 18:00, 17 April 2013, and other sealed and signed necessary documents in closed envelopes to the Central Bank’s administrative tower located at 32, R.Behbudov Str, Baku city not later than 18:00, 09 April 2013. Bids submitted later than the fixed date shall be returned without opening and the bidder will not be allowed to the tender.

5. Participation fee is AZN 300 (three hundred). Bidders shall transfer the participation fee to the following account: Central Bank of the Republic of Azerbaijan, a/n AZ25NABZ01701190000000001944, c/a AZ74NABZ01451700000000001944, code 501004, TIN 9900071001.

6. Foreign bidders may transfer the participation fee at an official exchange rate fixed by the Central Bank of the Republic of Azerbaijan as of the payment date: Correspondent Bank: FRNYUS33, Federal Reserve Bank of New York, corr. account number: 021088221 AZER, account № AZ25NABZ01701190000000001944.

7. Upgrading time of the technical and software platforms of the Temenos Banking Operating System: 12 (twelve) months upon signing of a procurement agreement.

8. Factors for evaluation of bidders’ tender proposals: financial and technical factors (Bidder’s experience, specification of the technical and software platforms).

Any person, willing to participate in the tender may get the RFP in Azerbaijani and English from the Central Bank’s Administrative tower, located at 32, R.Behbudov Str., Baku city through submission of the bank reference confirming payment of the participation fee.
