OREANDA-NEWS. February 25, 2013. At the building of the Ministry of Regional Development, Construction, Housing and Communal Services of Ukraine, chaired by the Vice Prime Minister of Ukraine Oleksandr Vilkul a meeting of the Board of the Ministry was held. The Board considered the results of the Ministry of Regional Development, Construction, Housing and Communal Services of Ukraine in 2012 and the main tasks for 2013. In particular, it was analyzed in detail the state of the construction industry and housing and communal services.

A key issue of overcoming the crisis is the attraction of investments.

"I draw particular attention on the need to attract investment to the sector. The Government keeps under control the work of the Ministry of Regional Development, Construction, Housing and Communal Services, heads of territories and local governments to improve the quality of public services and modernization of the sector. For further development we need to introduce modern European principles of management. It concerns the creation of opportunities for the appearance of an effective homeowners and performance-based approach to the use of funds," vice Prime Minister stressed.

Some positive developments have already occurred in the industry. In 2012, the Ministry of Regional Development was working out a new form of support for municipal infrastructure and condominiums - cheap budget loans (under 3% per annum for 10 years).

In addition, the Ministry is actively cooperating with international financial institutions and attracts funds for investment projects. The most ambitious of these projects is the project "Development of urban infrastructure" of the World Bank. Investment volume is USA 140 million. 14 municipal utilities from the 12 regions of Ukraine are attracted.

According to vice Prime Minister of Ukraine, new investment projects provided by the Strategy of cooperation of the World Bank with Ukraine for 2014 are already preparing. In addition to water and wastewater, they affect the areas of solid waste and district heating.

The Minister of Regional Development, Construction, Housing and Communal Services of Ukraine Gennady Temnyk noted that it has been done a lot, but we still have to carry out normative work on solving problems for the implementation of the priorities of the Ministry.

On the Board Oleksandr Vilkul set the task to the leadership of the Ministry of Regional Development, Construction, Housing and Communal Services and local governments to strengthen the work for the repair of the road surface in the cities. The Ministry has to provide daily information on road conditions and the performed work.

Vice Prime Minister of Ukraine also tasked the Ministry of Regional Development to analyze the state of regional development strategies and to provide suggestions for the use of the best European experience in managing of regional economy.
