CCI of Russia President Participated at Krasnoyarsk Economic Forum
OREANDA-NEWS. The Tenth Krasnoyarsk Economic Forum took place in the city of Krasnoyarsk on February 14-16. Russian Prime Minister Dmitry Medvedev attended the Forum.
CCI of Russia President Sergey Katyrin and CCI of Russia Vice-President Vladimir Strashko represented the Chamber of Commerce and Industry of Russia at the Forum.
A forum of Siberian chambers of commerce and industry was held on the Krasnoyarsk Economic Forum sidelines under the chairmanship of CCI of Russia President Sergey Katyrin. CCI of Russia Vice-President Vladimir Strashko also attended the event. The agenda included operation of Russian businesses under WTO conditions; exhibitions, fairs and conventions; the shift to the federal system of state and municipal procurement.
The delegates highlighted the Anti-Corruption Charter of Russian Business.
The leaders of the CCI of Russia, the Russian Union of Industrialists and Entrepreneurs, Business Russia and OPORA Russia (Organization for Small and Medium Entrepreneurship) signed the Anti-Corruption Charter of Russian Business at the Eleventh International Investment Forum in Sochi in September 2012. The document sets the rules for businessmen; it is kind of a code of honor, Sergey Katyrin said. Naturally, the Register of Good-Faith Partners kept by the CCI of Russia as an important instrument of company reputation will not include any company that violates the Charter.
Forms and methods of the implementation of the Charter are being developed. Corporate policies will include anti-corruption programs with relevant monitoring and evaluation mechanisms, efficient financial control, publicity of anti-corruption measures and so on. Eighteen regional chambers of commerce and industry have been chosen in all federal districts to test the accession of businessmen to the Charter.
Four companies of the Krasnoyarsk territory signed the Charter at the Krasnoyarsk Economic Forum press center. Vostoksibtrans LLC, NPKC Energia JSC, Megawatt LCC and PKF Stroyindustria executives signed the document.
Corruption undermines the economy, investment appeal and economic competitiveness, Sergey Katyrin said, noting that the Anti-Corruption Charter was a way to combat it. The signing of the document begins a hard work, which will be done by all chambers of commerce and industry in the country, Sergey Katyrin stressed.
Russian Prime Minister Dmitry Medvedev took part in the Forum on February 15. He presented his vision of the Russian development for the next few years. Pursuant to the recently adopted “Fundamentals of the Russian Government Activity in the Period until 2018,” the work has begun in a new format, which will prevent the return to the pre-crisis growth model, the premier stressed. Dmitry Medvedev spoke about solutions to key problems in the country’s economic policy and answered numerous questions of the audience. Participants in the plenary meeting discussed training of personnel for the innovative economy, ways to build up labor productivity and factors accelerating economic growth.
There was a panel meeting on the same day, February 15, titled “National Entrepreneurial Initiative: First Results, Next Steps” and attended by CCI of Russia President Sergey Katyrin and CCI of Russia Vice-President Vladimir Strashko.
Sergey Katyrin called attention to the need for thorough monitoring of the implementation of roadmaps by formal parameters (timeframes) and content (evaluation of performance).
The first results of the National Entrepreneurial Initiative, which is being implemented by the Agency for Strategic Initiatives and the business community by the order of the Russian president, show that the project is topical and needed by the economy and society, Sergey Katyrin said.
It gives businessmen an opportunity to take part in the elaboration of roadmaps (plans of the elaboration of normative legal acts approved by the government to solve problems at particular business areas). The CCI of Russia signed a cooperation agreement with the Agency for Strategic Initiatives to promote new projects; it also became a side to the multilateral agreement of the Russian Union of Industrialists and Entrepreneurs, Business Russia and OPORA Russia with the Agency for Strategic Initiatives to foster an improvement of the Russian investment climate. That would be the floor for joint work in the implementation of the roadmaps.
Sergey Katyrin welcomed the opportunity of business united by the CCI of Russia to specify its initiatives in the work under the roadmaps. Chairman of the CCI of Russia Committee on Real Estate Economics Oleg Skufinsky led the elaboration of the roadmap on the improvement of the quality of state services in the state cadastre records of real estate and state registration of real estate rights and transactions.
An improved competitiveness of the Russian economy and labor productivity and an appropriate atmosphere for smooth development of domestic and external markets are national tasks, while the roadmaps are important ways of their attainment. Hence, roadmap monitoring acquires big significance. Using its territorial divisions the chamber involves regional businessmen in the monitoring procedure. No questions arise about the formal aspect of monitoring (provided by the Russian Economic Development Ministry), but it is still necessary to elaborate clear and understandable criteria to evaluate the efficiency of the roadmaps.
The chamber supported the proposal of the Agency for Strategic Initiatives to create an internet floor for public monitoring of the roadmaps, which will draw the maximal number of experts from all regions to the work. One should not fear the adjustment of the roadmaps if the monitoring shows that something is missing, the CCI of Russia believes.
The CCI of Russia head also commented on other aspects of the elaboration and implementation of the roadmaps and stressed that their fulfillment will improve the Russian position in international investment ratings, with which prospective investors are guided in the selection of the best country for their investments.
CCI of Russia President Sergey Katyrin and CCI of Russia Vice-President Vladimir Strashko took part in the Forum discussion titled “Industrial Policy Priorities: Horizons 2018”. The participants discussed the following subjects, “New Industrialization: Myth or Reality”, “What Modern State Policy Institutes May be Used?” and “Which Industries May Ensure Russia’s Global Technological Leadership?”
Sergey Katyrin and Vladimir Strashko noted the pressing need for the soonest adoption of a law on the industrial policy, which was vital for the economic development. The CCI of Russia representatives also spoke about small business, its problems and ways of their solution and small business potentials.
The Jubilee Forum had a record number of participants: more than 3,000 participants from 16 countries of the world and 57 regions of Russia. The First Yenisey Venture Fair was held on the sidelines of the Krasnoyarsk Economic Forum. Within three days of the forum 26 agreements were concluded with the total value of several hundreds of billions of rubles.
