Yanukovych Instructs Government to Accelerate Programs of Reforms
OREANDA-NEWS. February 22, 2013. The President instructed the Cabinet of Ministers to accelerate the implementation of the Program of Economic Reforms for 2010-2014 “Prosperous society, competitive economy, efficient government”.
The President particularly instructed the Prime Minister to accelerate submitting the draft laws to the Verkhovna Rada in order to implement the National Plan of Actions for 2012 regarding the introduction of the Program of Economic Reforms for 2010-2014 “Prosperous society, competitive economy, efficient government”.
The Head of State also instructed the Government to provide for in the amendments to the State Budget for 2013 the top-priority funding of the implementation of the Law “On Emergency Medical Aid”, first of all in order to increase the salary of medical workers of the emergency medical aid system, implement the second stage of national project “Timely assistance” – creation of unified regional dispatching offices using modern GPS-technologies in order to reduce the time of arrival of ambulance crews to the patient and gradual vehicle fleet renovation of Emergency Medical Aid and Disaster Medicine.
In the context of amending the Law “On State Budget of Ukraine for 2013”, Viktor Yanukovych instructed to ensure the reformation of administrative spheres, particularly to create centers for administrative services and to ensure the functioning of Unified State Center of Administrative Services.
The President also instructed to elaborate and submit to the Parliament the draft law on amendments to several legislative acts of Ukraine on applying to business entities measures of response in the form of full or partial suspension of production (manufacturing) or sale of goods, works (services) according to the Administrative Court.
Viktor Yanukovych drew particular attention to the importance of efficient measures of improving business conditions and ensuring Ukraine’s entrance in 2013 to the top-100 countries of the World Bank rating “Doing Business”.
He also instructed the Government to analyze the implementation of existing programs of international technical and financial support and to increase the efficiency of such support under the results of the analysis.
The Cabinet of Ministers must also improve the system of administrative services related to the usage of vehicles. In that context, the Government must ensure the implementation of the pilot project of establishing the center of State Automobile Inspection of the Ministry of Internal Affairs for providing services related to the usage of vehicles in Kyiv. The Government must include all registration-examination departments of State Automobile Inspection of the Ministry of Internal Affairs in the Unified State Register of Enforcement Proceedings and State Register of Encumbrances of Movable Property. It must also guarantee free usage of data of such centers. The Government must improve logistical and human resources of registration-examination departments of State Automobile Inspection of the Ministry of Internal Affairs.
