FAS Discusses Amendments to Law on Drugs Circulation
OREANDA-NEWS. February 19, 2013. The Expert Council at the Federal Antimonopoly Service (FAS Russia) for developing competition in the social sphere and health care held a meeting. The meeting agenda included the amendments to the Federal Law “On Drugs Circulation” and Article 333.32.1 Part 2 of the Tax Code of the Russian Federation, reported the press-centre of FAS Russia.
Producers and importers of medical drugs, members of non-governmental organizations and professional associations were invited to take part in the Council. In his introductory speech, the Head of FAS Department for Control over Social Sphere and Trade, Timophei Nizhegorodtsev, emphasized that the antimonopoly body disagrees with the amendments to the law and is of the opinion that not only the amendments do not eliminate incompleteness of the current edition of the law but create new obstacles for the companies aspiring to register new drugs. The amendments also do not take into account experience of other counties.
Majority of the participants of the Expert Council spoke for significant changes to the draft law since market participants perceive the current amendments as a “prohibition to practice”.
“All proposals of the meeting participants will be taken into account of working on the commentaries that FAS will forward in the near future to the Ministry of Health Care. After we will prepare the final variant of amendments, we will publish it at our official web-site for examination”, stated the Head of the Department for Control over Social Sphere and Trade, Timophei Nizhegorodtsev, summing up the meeting of the Expert Council.
