Substation of MOESK Polyanka Provides with Power Facility of Fund HCD

The first and main consumer – new micro district “Vostochny”, constructed on the program of the Federal fund for the assistance to the housing construction development (Fund “HCD”) was fed from substation (SS) “Polyanka”, which had been constructed in the outskirts of Moscow Region’s town Istra.
The following people attended the solemn launch of the new feeding center: Executive Director of IDGC Holding, OJSC Andrey Murov, Acting Director General of JSC “MOESK” Pyotr Sinyutin, Director General of Fund “HCD” Alexander Braverman, Minister of Energy of Moscow Region Mikhail Kruchinin and Deputy Chairman of the Moscow Regional Duma Alexey Bodunkov.
Executive Director of IDGC Holding, OJSC Andrey Murov launched the substation. It was made by “mouse” click. A Slight touch was sufficient for the first consumer – micro district “Vostochny” to start getting power on the main scheme.
Within the framework of the solemn arrangement, Executive Director of IDGC Holding, OJSC Andrey Murov and Director General of Fund “HCD” Alexander Braverman signed a cooperation Regulation between Fund “HCD” and IDGC Holding, on the technological connection implementation of the power receivers on the land plots of Fund “HCD”. In his speech Executive Director of IDGC Holding, OJSC Andrey Murov specified an importance of the event. “Today we have actualized an agreement with Fund “HCD”, according to which IDGC Holding reduces essentially the terms for the Federal Fund’s applications consideration for the necessary capacities representation. The agreement’s main goal – is a perspective planning of the electric-power industry development for a technological connection implementation of the facilities, realized by the Federal fund for the assistance to the housing construction. Our joint work is aimed at the orders fulfilling of the RF President and the Government on provision of the new housing construction’s facilities with the energy infrastructure”, - specified he.
Having got a symbolic key from the new substation, head of MOESK Pyotr Sinyutin specified especially its technical innovations, orientation to a solution of the social and economic issues.
Substation is meant for the power supply reliability increase of Istra town and technological connection to the electric grid complex of micro district “Vostochny”, constructed on the program of the Federal fund for the assistance to the housing construction development. Currently 18 residential houses of the first construction stage have been put in operation, with the flats’ area of more than 45 thousand sq. meters. A significant part of the micro district’s dwellers falls on the military families. Totally within the framework of the project Fund “HCD”, low-rise residential houses with the total area of 141,3 ths. sq. meters of the residential space (256 residential houses) of economy class, will be constructed in the area of 65 hectare. Currently, according to a contract between JSC “MOESK” and Fund “HCD”, the power output for 4,8 megawatt is provided for the micro district’s facilities. The facility’s estimated value has amounted to RUR 725,974.22 ths. (VAT).
The new micro district’s most important advantage – is a creation of a comfortable living environment by way of the implementation of all the requirements to the complex reclamation of the land plot. The social infrastructure will include a school, two kindergartens, buildings of the administrative and business center, shops, shopping and leisure centre, cafe and restaurants, an indoor ice rink, a football ground, tennis courts, as well as an orthodox temple and multilevel parking lots. Premises for an outpatient clinic, chemists shop, department of Sberbank of Russia, fire station, police center, are stipulated.
To implement the given project, a connection of SS to 110 kV grid has been fulfilled on scheme “inlet-outlet” by 110 kV overhead lines (OL) “Luch – Manikhino” with a formation of 110 kV OL “Luch – Polyanka” and 110 kV OL “Polyanka – Manikhino”.
Thanks to the technology use of a rapidly erected building on basis of a metal structure, the feeding center was constructed within the record-setting short term (for 11 months). Substation “Polyanka” has become the first facility, put in operation in JSC “MOESK”, the implementation of which was carried out with the help of project management System (PMS). The point is a planning and control of the works’ course under the given project implementation, in particular (from designing, construction stages carrying out, equipment installation, to the final commissioning), was fulfilled using a special software (“ORACLE Primavera P6”), which made it possible to keep track accurately of the fulfillment terms of each working stage. As a result, the feeding center’s construction course was optimized.
Two transformers with the capacity of 25 MVA each, are installed at SS “Polyanka”. In the long view, the feeding center’s capacity can be increased due to an installation of more powerful transformers.
110 kV outdoor switchgear (OSG) is installed in the territory on scheme “bridge with five SF6 circuit breakers (by German company “ABB”, produced by a license in Russia) and a repair bridge”, tailored for the connection of two lines of 110 kV, two transformers and a section switch. The given scheme makes it possible, where necessary, to put the equipment in repair without the substation shutdown and to transfer it to a reserve power supply scheme. Applying of the commutation gas-insulated equipment increases significantly the power supply reliability and increases operating life of the very equipment. The given equipment satisfies the main operation requirement: “to activate and to forget (i.e. not to stand near the equipment and control it during the operation)”.
Equipment of 10 kV indoor switchgear (ISG) (2 half-sections by 14 cubicles), a local distribution board of the substation are located in the substation’s building. The project stipulates a possibility of expansion to 4 half-sections and an increase of subscriber connections up to 28 feeder cubicles.
Automatics of the substation make it possible to keep a remote continuous control of the electric power quality by many parameters, including by frequency and capacity. The modern communication media give a possibility to manage by the substation’s equipment from a control switchboard of the Western Electric Grids.
