Moldova Launches Pilot Electronic Document Management Programme
OREANDA-NEWS. January 30, 2013. The Moldovan government launched a pilot programme of a Document and Central Public Authorities Records Management Information System (SIGEDIA), the government’s communication and media relations department has reported.
According to Filat’s orders on the implementation of a “Paperless government” project, the State Chancellery, Justice Ministry, Education Ministry, Economics Ministry, Finance Ministry, Regional Development and Constructions Ministry, Agriculture and Food Industry Ministry, Labour, Social Protection and Family Ministry and the Interior Ministry will start implementing the SIGEDIA programme this week until late February.
Thus, starting with March, these institutions will carry on electronic official correspondence. The rest of the ministries and other central public authorities will participate in the implementation of the SIGEDIA’s next phase.
The SIGEDIA will help modernise public services. It will also allow a fast, easy and accurate organisation, access, control and publishing of central public authorities’ documents and information.
The government’s implementation of the SIGEDIA will lower administrative costs by approximately 13 million lei. According to some estimates, the Moldovan government is annually issuing 200-500 thousand documents, which equals approximately 238 tonnes of paper. The SIGEDIA programme will optimise the mailing process, reducing its duration from several days to several seconds, within the document management information system. On average, a paper document is multiplied by 19 times during the work process, whereas 80 per cent of employees spend about 30 minutes daily to look for documents. On average, about 7.5 per cent of paper documents are irreversibly lost. Therefore, the SIGEDIA is meant to secure the mailing and document archiving system.
