OREANDA-NEWS. January 30, 2013. The Ministry of Justice of the Russian Federation registered the Administrative Regulations of the Federal Antimonopoly Service (FAS Russia) for executing the state function for control over compliance with the information disclosure standards by the agents of wholesale and retail markets of electric power industry, approved by No.414 FAS Order of 26th June 2012, reported the press-centre of FAS Russia.

Registering these Regulations was the final step in approving and registering a series of Administrative Regulations institutionalizing the work of the antimonopoly authority in the electric power industry.

“Adopting the Administrative Regulations is one of the stages of building-up an effective system of work of the antimonopoly authority on the basis of clear regulation of its functioning and is aimed at reducing administrative barriers and increasing availability of state services and ensuring transparency of FAS efforts”, pointed out the Head of FAS Department for Control over Electric Power Industry, Vitaly Korolyov.

Earlier the Ministry of Justice registered the following FAS Orders on approving the Administrative Regulations:

No.415 Order “On Approving the Administrative Regulations of the Federal Antimonopoly Service for executing the state function for control over compliance with the law of the Russian Federation on energy saving and on increasing energy efficiency by the organizations obligated to install, replace, and operate metering devices registering the used energy resources, the requirements on concluding and executing the contracts for installing, replacing, operating the above devices, the procedures for concluding contracts, as well as the requirements on putting forward proposals for instrumenting metering devices registering the used energy resources” of 26th June 2012;

No.413 Order “On Approving the Administrative Regulations of the Federal Antimonopoly Service for executing the state function for control over actions of the actors of wholesale and retail markets of electric power in the part of establishing cases of manipulating prices for electric power on the wholesale and retail markets of electric power (capacity)” of 26th June 2012;

No. 418 Order “On Approving the Administrative Regulations of the Federal Antimonopoly Service for executing the state function for control over actions of the Market Council and organizations of commercial and technological infrastructure of the wholesale market of electric power (capacity)” of 26th June 2012;

No. 417 Order “On Approving the Administrative Regulations of the Federal Antimonopoly Service for executing the state function for control over actions of the actors of wholesale and retail markets of electric power that have exclusive position on these markets, redistribution of stock (shares) of the authorized capital of the participants of wholesale market and their property, the total value of the installed generation capacity of electric power stations included in power-generating companies” of 26th June 2012;

No.418 Order “On Approving the Administrative Regulations of the Federal Antimonopoly Service for executing the state function for control over compliance of legal entities and individual entrepreneurs, groups of persons and affiliated persons within the boundaries of the same price zone of the wholesale market with the prohibition of combining activities for transmitting electric power and operational dispatch management in the electric power industry with generation and buying-and-selling electric power, including control over compliance with performance specifics of economic entities in the electric power industry predominantly for satisfying their own production needs, established by the law of the Russian Federation” of 26th June 2012.
