OREANDA-NEWS. January 28, 2013. The Federal Antimonopoly Service (FAS Russia) devised the Recommendations for non-discriminatory access for purchasing potassium chloride that provide for guaranteed and fair satisfaction of consumer needs, reported the press-centre of FAS.  

The previous marketing policy of “Uralkalii” OJSC, agreed upon by FAS, delineated three groups of consumers:

- Agricultural goods producers;

- Producers of complex mineral fertilizers;

- Industrial consumers.

The company developed a separate pricing system for each group.

Unlike the above marketing policy, the Recommendations devised by FAS introduce a unified pricing principle for all groups of potassium chloride consumers, based on the minimum export price of the goods.

To help consumers adapt to changing prices, the Recommendations set a transitional period from 1st January to 1st July 2013 when domestic agricultural producers, which bear the maximum social burden among other consumers, shall be given a 30% discount.

The document is of an advisory nature; it is adopted by FAS to execute the function for preventing antimonopoly violations in the field of using natural resources.

In view of maintained risks of violating the antimonopoly law due to underdeveloped competition on the market, FAS jointly with the Ministry of Industry and Commerce will follow the instructions of the Government of the Russian Federation and continue monitoring the situation on the market of potassium chloride in view of the Recommendations.
