OREANDA-NEWS. January 23, 2013. To renovate the ambulance car park by 1 thousand of items annually. Such a task was set by the Prime Minister of Ukraine Mykola Azarov during a sitting of the Cabinet of Ministers, which concerned an issue of realization of the Law of Ukraine “On emergency medicine”.

As is known, last week the head of Government gave a commission to make a detailed analysis of all the questions that are breaking realization of the law and to determine concrete measures directed to improvement of the situation.

In particular, a question to update the ambulance car park rose as their total number is over 5.6 thousand items. Therefore, some automobiles require capital repair and even should undergo amortization. Within nearest time approximately 1 thousand of ambulance cars ought to be replaced. 

“The ambulance car park should be updated. Thousand cars added this year, thousand cars – the next year. We must find resources to move at such a pace,” Mykola Azarov told. 

At this, he underlined the need “to study an issue of producing of such cars with equipment in Ukraine” so that we could buy only details not produced by the national enterprises.

Mykola Azarov emphasized that there should not be any refusals in rendering emergency medical aid: medical service should be rendered on any address.

“If a person calls for help, he/she needs it, so the person must obtain it,” Mykola Azarov views. 
At the same time, during the Government’s session it was emphasized that financing of operation of emergency brigades is implemented in full. In particular, according to the Health Minister Rayisa Bohatyryova, there allocated enough funds to ensure necessary package of medications for rendering emergency medical assistance and to supply with fuel as well.

Moreover, the head of the Government commissioned the Ministry of Internal Affairs to elaborate changes to the legislation in terms of strengthening responsibility for the drivers for non-giving advantage to specialized cars, in particular to the ambulance cars. As the norms in arrival time for the medical brigades are sometimes hard to follow through the traffic jams in the cities and through violation of the Road Rules on the part of some drivers.

The Government heard a report on checks of the state of introduction of the Law on emergency medicine. In total, for implementation of the Law of Ukraine On emergency medicine 10 Governmental acts were approved, respective orders of the Health Ministry were elaborated and agreed.

Constant monitoring of the situation in the regions is held. Inspection raids in all the regions were fulfilled during which corresponding methodical assistance to the Emergency medical assistance and catastrophe medicine Centers of the Health Ministry of Ukraine was rendered. The Ministry also created headquarters in the direction Emergency medicine, opened a hotline of the Health Ministry and set up analogous headquarters and hotlines in every region.
