Chongqing and Guangdong Proposed to Jointly Build an Inland Dry Port

Chongqing Development and Reform Commission said that Chongqing and Guangdong were planning to cooperate in modern logistics, including building an inland dry port in Chongqing.
On the other day, Development and Reform Commission of Guangdong Province (Pan-PRD Regional Cooperation and Coordinating Office) organized 14 leaders from Department of Communications of Guangdong Province, Customs, Guangzhou Railway (Group) Corporation and China Merchants Holdings (International) Company Limited, etc. to visit Chongqing and to carry out preliminary investigation on the cooperation with Chongqing to jointly build an inland dry port.
In 2012, the total freight volume of Chongqing would be more than 1 billion tons, increased by 17% year-on-year. At present, the "three bases and four ports", namely the national logistics hub in Chongqing, have taken shape and have the advantage of developing on a large scale. Relevant responsible personnel of Chongqing Development and Reform Commission said that the rapid development of logistics industry in Chongqing was an important reason to attract the cooperation from Guangdong. However, as the project is in the earlier phase, the specific details cannot be disclosed.
Chongqing Development and Reform Commission said that the "dry port" referred to the logistics center established in the inland regions with customs clearance, application for inspection, issuing of bill of lading and other port service functions. Customs, inspection and quarantine organizations, etc. are set in the dry port. Branch organizations are set for freight agents, ship agents and shipping companies. Inland importers and exporters can carry out booking of cargo space, customs clearance, application for inspection and other procedures, and deliver goods to the freight agents or shipping companies.
Relevant responsible person of Chongqing Logistics Association said that at present, export of enterprise goods generally needed two times of customs clearance and two times of application for inspection before being released. However, having goods going through the "dry port" will save over 30% of the logistics cost of the enterprise.
