Socioeconomic Aspect is One of Main Aims of ESPO Project
OREANDA-NEWS. January 11, 2013. Socioeconomic development of the regions of East Siberia and Far East is one of the main aims of realization of the East Siberia – Pacific Ocean project, the second line of which was put into operation on December 25, 2012. Even at the stage of realization of the first line of the project, TRANSNEFT JSC actively participated in building of living accommodation for local citizens. Within realization of ESPO-1 project, TRANSNEFT Company has built 20 residential houses (578 apartments) with the total living space of 48,1 thousand sq. m.
- In Irkutsk region – 7 houses (234 apts; 22,9 thousand sq. m),
- In Sakha Republic (Yakutia) – 4 houses (128 apts; 8,6 thousand sq. m),
- In Amur region – 4 hoses (72 apts; 11,6 thousand sq. m),
- In Primorsky Krai – 5 houses (144 apts; 5,0 thousand sq. m).
40 residential houses (588 apartments and 36,9 thousand sq. m in total) are to be commissioned in the regions of the route of ESPO line in the years 2013-2014.
- In Sakha Republic (Yakutia) – 2 houses (40 apts; 3,0 thousand sq. m),
- In Amur region – 18 houses (284 apts; 17,4 thousand sq. m),
- In Jewish Autonomous Region – 3 houses (34 apts; 2,1 thousand sq. m),
- In Khabarovsky Krai – 3 houses (34 apts; 2,1 thousand sq. m),
- In Primorsky Krai – 14 houses (196 apts; 12,3 thousand sq. m);
The Company has signed agreements with the Government of Sakha Republic (Yakutia) and Amur region. Under these agreements, the local authorities, for the account of tax liabilities of TRANSNEFT JSC, realize social programs for local citizens. From 2006 through 2012, the Company’s tax liabilities into regional budgets have amounted 42,8 billion RUR, including:
- in Irkutsk region – 16,9 billion RUR,
- in Sakha Republic (Yakutia) – 14,5 billion RUR,
- in Amur region – 3,9 billion RUR,
- in Jewish Autonomous Region – 0,6 billion RUR,
- in Khabarovsky Krai – 1,4 billion RUR,
- In Primorsky Krai – 5,5 billion RUR.
At present, the same agreements are being prepared with the Government of Jewish Autonomous Region, as well as with the Government of Khabarovsky Krai and Primorsky Krai.
Transportation infrastructure was also actively developed while building ESPO. A great amount of access roads and roads along the pipe route were constructed. A driveway going along the pipe from Kirensk town to Aldan town of 1400 km length was built, including 10 bridge crossings that are used not only for exploitation needs, but also for transit by local citizens. The local inhabitants were widely attracted for building works – more than 5000 people in total. The total quantity of the personnel servicing the ESPO objects amounts over 8000 people, and more than 6200 persons of them are local citizens.
Since the beginning of ESPO exploitation, over 76 million tons of oil was transported through the system, including over 30 million tons into the direction of PRC; for dispatch from “Koz’mino special marine oil port” – over 46 million tons were transported.
