OREANDA-NEWS. December 07, 2012. Larisa Antonenko, General Director of Energy Consulting/Audit, the Energy Consulting Group, informed the audience on novelties of a draft law "On Federal contractual system in the field of purchases of goods, works and services" and its main differences from the effective law "On placement of orders for supplies of goods" at the conference "Auditing and Consulting Business in Russia" held in Moscow, reported the press-centre of EC.

Participants of the First All-Russian Practice Conference "Auditing and Consulting Business in Russia" discussed the main challenges in the development of auditing and consulting business in terms of market volatility and tried to find jointly the ways of overcoming signs of a crisis with minimum damages for the business. The conference was hosted by People&Communications Group.

Heads of Russian and foreign auditing and consulting companies, representatives of self-regulated organizations of auditors and the RF Ministry of Finance analyzed problems and risks of the branch, told in detail about cases from their own practices, provided an expert opinion on further horizons for the audit development.

Larisa Antonenko, General Director of Energy Consulting/Audit, the Energy Consulting Group, informed in his speech what kind of benefits could give a draft law "On Federal contractual system in the field of purchases of goods, works and services" and how to protect themselves from unfair competition used to win tenders in compliance with the Federal Contractual System.
Larisa Antonenko: "It is expected that the law will foster the improvement of the situation with respect to tendering process, including tenders for the right to conduct a statutory audit, and fair price competition in the field of audit. The new Government Procurement system is able to enforce participants to use more civilized forms of competition for the right to enter into contracts with a customer who has a state or municipal share of participation. In this case the crucial factor for a choice of contractors will be the quality of the performed services rather than price".

Alongside with it, Larisa Antonenko acknowledged that the adoption of this law could facilitate creation of new patterns and models, and certain competitive environment aimed at the competition for the right to conduct an audit in those companies which are not subject to the effect of the Federal Contractual System.
