FAS Agreed upon Procedures of Sale of Natural Diamonds
OREANDA-NEWS. December 07, 2012. The Federal Antimonopoly Service (FAS Russia) approved the procedures and conditions of sale of natural diamonds on the Russian market, drafted by “ALROSA” OJSC, reported the press-centre of FAS Russia.
The provisions are the result of more than two years of joint efforts of FAS and “ALROSA” OJSC aimed at developing competition on the Russian market of rough diamonds through eliminating exclusivity of relations between the supplier and the buyer and eliminating obstacles for entry of new participants to the market.
The objective was to develop transparent and predictable conditions that would exclude a discriminatory approach to the buyers of rough diamonds sold by “ALROSA” OJSC.
The provisions account for FAS requirements: focus at general public, finiteness, achievability and readability of the criteria (that determine the requirements to potential buyers). The provisions devised by “ALROSA” OJSC include
- The general principles and forms of selling natural diamonds;
- Requirements to potential buyers, depending on the form of sale of natural diamonds and the final list of criteria that determine the requirements;
- An exhaustive list of documents and information to be submitted by potential buyers;
- The procedures and the timeframe for filing and considering applications for buying goods;
- The procedures for evaluating whether potential buyers conform to the established requirements and making decisions on possibility to cooperate with potential buyers;
- Competitive bidding procedures (including electronic trading) for sale of natural diamonds.
Publicity of ALROSA policy for sale of rough diamonds was achieved by the company creating a specialized web-site, the purpose of which is to support the existing and potential consumers of rough diamonds.
“Devising the provisions, FAS Russia and “ALROSA” OJSC clearly demonstrated that effective cooperation between the government authorities and the large business can ensure transparent, competitive conditions even on such anything but simple market as the market of rough diamonds”, said Deputy Head of FAS Andrey Tsyganov.
