OREANDA-NEWS. December 03, 2012. The Federal Antimonopoly Service (FAS Russia) established that the Federal Tariff Service violated Part 1 Article 15 of the Federal Law “On Protection of Competition”, reported the press-centre of FAS Russia.

FAS received a petition from “Volgogradoblelektrosbyt” Ltd.that omissions by the Federal Tariff Service had signs of violating the antimonopoly law. The Federal Tariff Service failed to include “Volgogradoblelektrosbyt” Ltd. in the subject list of buyers of 2011 Consolidated Balance Forecast for generation and supply of electric power within the Integrated Energy Systems of Russia in the Volgograd region (the Consolidated Balance Forecast).

Failure to include “Volgogradoblelektrosbyt” Ltd. in the Consolidated Balance Forecast for 2011 created obstacles for company’s operations on the wholesale market of electric power (capacity).

Actions of the Federal Tariff Service could have constituted the grounds for depriving Volgogradoblelektrosbyt” Ltd. of the right to take part in trading electric power (capacity) and of the status of the provider of last resort.

Earlier, on 5th March 2012, FAS established that the Federal Tariff Service and the Regional Tariff Office of the Volgograd Regional Authority prevented access of “Volgogradoblelektrosbyt” Ltd. to the trading system of the wholesale market of electric power (capacity) by failure to agree upon and include the company’s proposals in the Consolidated Balance Forecast for 2010, which also could have resulted in depriving the company of the status of the provider of last resort.

Pushing energy suppliers from the market restricts competition and contradicts the national antimonopoly policy”, said Deputy Head of FAS, Anatoly Golomolzin.
