OREANDA-NEWS. November 20, 2012. In pursuance of the Decree of the President of the Republic  of Uzbekistan N-1668 dated 27.12.2012 "About Investment Program of  the Republic of  Uzbekistan for 2012", SJSC "Uzbekenergo" executes the investment project "Expansion  of Navoi TPP with construction of the second combined cycle power unit 450 MW inclusive of gas booster compression station", reported the press-centre of Uzbekenergo.

Within the frame of traditional meeting of representatives of SJSC "Uzbekenergo" jointly with investors - the Japanese Agency of  International Cooperation - "JICA" for the purposes of project realization the consultative meeting between the representatives of Fund with participation of residents of village community assemble  "Uyrot" had been organized on October 30th, 2012 by the Mayor’s  Office of Karmana District and administration of OJSC Navoi TPP at which territory the project for construction of Combined Cycle Power Unit 450MW is planned.
 
Mr. Sharofiddin Ismatov, the Mayor of Karmana District, Mr. Kahramon Ganiev, the Director of OJSC Navoi TPP, Mr. Norihiki Fukazava, the Ecological Expert of JICA, Mrs. Joko Hamada, specialist on Sociological Analysis of JICA and other representatives of the relevant organizations of Navoi Region have participated in this activity. There are 35 persons, the heads of the families of community "Uyrot" and "Jangi Obod" had attended the meeting also.
 
At present, the agreement of all necessary instances had been received including the positive conclusion of State Committee for Nature Protection of the Republic for the preliminary Feasibility Study (PFS).  The matters on land parceling for construction and resident re-housing are resolved by the respective decisions of Regional and District Mayors , house building which are subject for demolition estimated totally 23 households, the valuation of such buildings are carrying out by the independent consulting organizations.

By the decision of the management the SJSC “Uzbekenergo” after the completion of valuation , the monetary compensation shall be paid to residents and only after that the Project tender will be held.

At the meeting the floor had been given to speak to the Ecological Expert of  JICA, Mr. N. Fukazava. Mr. Fukazava has acquainted attendees with questions of ecological safety with submission of presentation material, the plan of environmental protection and obligatory monitoring which should be spent both during the construction period, and after put into operation of combined cycle power unit and also with forecast indices of monitored parameters such as: dust content, gas content, noise level and vibration, emissions in air and reservoirs in comparison with the established international norms and norms established in the Republic of Uzbekistan.

Then, Mrs. Joko Hamada had been called on to tell  about the sociological researches to attendees.

Mr. Sh. Ismatov, the Mayor  of  Karmana District gave the positive performance appraisal to expert work  group , clarified the condition of representatives of Fund, that according to the Land Code established in the Republic of  Uzbekistan instead of withdrawn land for industrial construction, the land of 0.6 ga shall be allocated. Also the relevant documents for opening in Narodniy Bank of bank accounts to the residents shall be directed for payments of monetary compensations from the SJSC "Uzbekenergo" to cover the damage in connection with relocation.

Mr.Sayfi Obloberdiev, the honorary member of the village community was a speaker on behalf of community. Having expressed gratitude to the President of the Republic of Uzbekistan, Mr. Islam Karimov for his special attention to the development of country and people, Mr. Sayfi Obloberdiev also expressed the confidence in the joint positive settlement and in assistance of District Authority together with OJSC "Navoi TPP" in all arising questions.
 
On the invitation of the Government of the Republic of Uzbekistan, JICA is the prospective creditor of the Project. This meeting is the planned program of the Fund, in compliance with the standards of the international bank practices and other financial institutions , having the purpose to explain to the population living near the projected site whose housing are subject to demolition in connection with construction.
 
The final decision on allocation of the soft loan for financing of the construction of Combined Cycle Power Unit 450 MW of the management of JICA will be issued in March, 2013 after completion of all procedures in compliance with the research program.
