OREANDA-NEWS. November 14, 2012. The Head of FAS Igor Artemiev took part in the III Ukraine’s Competition Forum. At the key session - “Competition Policy in the CIS and the EC. Developing Competition Law and Enforcement” – he informed participants about the strategic goals of FAS Russia, reported the press-centre of FAS Russia.

Igor Artemiev discussed modernization of Russian competition law completed with adopting the third antimonopoly package. “Currently FAS endeavors to improve enforcement, oriented to the best global practices”, said Igor Artemiev.

To this purpose, FAS regularly organizes specialized training events for members of staff of the Central Office and the regional offices of FAS, involving international experts. In September 2012 FAS opened its Resource-and-Training Centre in Kazan with support of the Government of the Russian Federation and the Government of the Republic of Tatarstan. “The doors of the Training Centre are always opened for our colleagues from the antimonopoly bodies of the CIS states”, pointed out the Head of FAS.

Igor Artemiev informed the participants that Russia had established the Government Commission on Competition and Development of Small and Medium Business led by the First Deputy Chairman of the Government of the Russian Federation, Igor Shuvalov. The first meeting of the Commission focused on developing competition in aviation and trade.

Presenting the main results of FAS efforts for the first six months of 2012, Igor Artemiev highlighted the outcome of employing the mechanisms of “warnings and cautions” introduced by the third antimonopoly package of laws. He emphasized that 74% of the issued warnings had been executed within the statutory periods.

Igor Artemiev also said that the Ukraine’s Antimonopoly Committee was one of the first in the CIS to introduce the mechanism of “warnings”, the experience of which was employed by FAS.

Igor Artemiev also discussed cooperation between the antimonopoly authorities investigating violations on the cross-border markets. “This area is an absolute priority for FAS Russia, which ensures effective enforcement on global markets”, emphasized Igor Artemiev.
