OREANDA-NEWS. November 12, 2012. The first meeting of the Expert Council of the Federal Antimonopoly Service (FAS Russia) on the Chemical industry took place, reported the press-centre of FAS Russia.

The Chairman of the Expert Council, Deputy Head of FAS Andrey Tsyganov addressed the Council, emphasizing that forming the Expert Council is a milestone event for Russian chemical communality, especially in light of globalized changes in the economy such as ascending WTO and developing the Common Economic Space of Russia, Belarus and Kazakhstan.

The Council’s discussions focused mainly on developing Russian chemical industry under the conditions of economic globalization and the medium-term high priority measures for advancing competition on the domestic market.

Speakers included: Anna Mirochinenko (the Head of a FAS Department) who made a presentation “Russian Chemical Industry in the Context of Russian Federation Ascending WTO and Establishing the Customs Union and the Common Economic Space”; Viktor Ivanov (the President of Russian Union of Chemists) spoke about “Developing Market under WTO Conditions”; Alexei Kudrayvtsev (Commercial Director of “Plastopolimer” OJSC) delivered a presentation on state support of chemical markets in the light of globalizing economy and Russia ascending WTO; Mikhail Rybnikov (General Director of “FosAgro AG” OJSC) talked about developing chemical markets in the globalizing economy; Irina Kuznetsova (the Head of FAS a Department, the Executive Secretary of the Expert Council) presented a report on “The Mid-Term FAS Initiatives for Developing Competition, Particularly, on the Market of Chemical Products”; Andrey Zlakotin (the First Deputy Director of “Schekinazot” Integrated Chemical Company” Ltd. on Legal Support (“Rosagrokhim” OJSC) made a report about high-priority measures towards developing competition on chemical markets; Vladimir Mihselovin (the Head of a FAS Department) made a report on devising road maps on competition; and Sergey Maksimov (Deputy Head of a FAS Department) made a presentation on “Legislative Initiatives in Antimonopoly Regulation”.

Summing up the meeting, the Expert Council made several decisions, particularly to form the working groups on specific sectors of chemical industry to optimize the efforts of the Expert Council and efficiently work on particular issues, draft the 2013 Action Plan of the Expert Council and devise the mid-term proposals for developing competition.
