Hypothetical Oil Spill Response at CPC Marine Terminal
OREANDA-NEWS. November 1, 2012. CPC conducted an oil spill response drill in the seawaters of the Marine Terminal near Novorossiysk on October 25. The hypothetical accident was eliminated by organic emergency response resources of CPC-R Marine Terminal and Center for Emergency Response/Rescue and Environmental Operations (TsASEO). Over 200 persons, 16 vessels, various types of specialized equipment were involved in the activities both offshore and onshore.
According to the drill scenario during a tanker lifting process at the Single Point Mooring the propeller screws of a service boat damaged the floating hoses causing their rupture. With that type of damage an estimated crude oil quantity amounts to about 570 cubic meters, or about 450 tons. After the hypothetical hydro carbon spill was discovered, the lifting was stopped, the Marine Terminal was put into an emergency situation mode, CPC Management and emergency response teams were notified.
The Contractor's emergency response vessels which promptly arrived at the emergency site to contain and collect the oil spilt into the sea deployed the booms of the total length of 1,200 meters. The booms along the adjacent shoreline in the zone of potential oil spill were deployed for 400 meters. Then the oil-water mixture was collected with the help of eight skimmers. Concurrently the issues of operation environmental monitoring were worked through: determination of the meteorological parameters at the time and collection of water, soil, air samples for the purpose of identification of hazardous substance in them. After the emergency response completion a final environmental expert review was conducted to assess the quality of soil and water treatment.
The conducted drill made it possible to practice actions of CPC departments and emergency response team staff, resources and equipment of TsASEO. The regulatory authorities who were closely watching the drill confirmed the efficiency of the existing organization and management structure in the event of an oil spill in the seawaters of the Company's Marine Terminal. They mentioned the sufficiency of the assigned personnel and specialized emergency response resources at the facility and also their compliance with the specification level of an emergency envisaged in the Oil spill response plan.
CPC pipeline system is one of the largest investment projects in the energy industry with participation of foreign capital on the CIS territory. The length of the pipeline connecting the oil fields in Western Kazakhstan with the Marine Terminal near Novorossiysk is 1,511 km. CPC Marine Terminal is equipped with single point moorings which allow for safe tanker lifting at a considerable distance from the shore, also when the weather conditions are unfavorable.
