FAS Held Workshop on Antimonopoly Regulation in Electric Power
OREANDA-NEWS. October 31, 2012. Vladivostok hosted a workshop on “Problematic Issues of Enforcement of the Law on Electric Power Industry and Energy Saving. Antimonopoly Regulation and Control”, in which representatives of the Federal Antimonopoly Service (FAS Russia) took part, reported the press-centre of FAS Russia.
The event participants included the heads of FAS Offices in the Khabarovsk, Primorie and Kamchatka provinces and the Jewish Autonomous Region, representatives of FAS Offices in the Amur, Sakhalin and Magadan provinces, as well as judges of Arbitration Courts and representatives of “RAO Energy System of East” OJSC.
The Head of the FAS Department for Control over Electric Power Industry, Vitaly Korolyov, made presentations on the pressing problems of the antimonopoly regulation in the industry, changes of the law, and complex issues of administrative liability for violating the antimonopoly law.
“We have a vivid and professional discussion of the most important issues of developing the electric power industry, particularly, in the regional aspect of the Far East Federal District. It is already the second annual meeting, which enabled to consider in more detail and to search solutions for enforcement of the antimonopoly law and the law on electric power industry in view of the specifics of non-price zones of the wholesale market of electric power”, pointed out Vitaly Korolyov.
He added that “such novelties of the antimonopoly law as the institution of warnings and cautions, the new norms of the Code on Administrative Violations, in particular, Article 9.21 and delineating its enforcement from Articles 14.31, 14.31.1, and 14.32, their discussion and enforcement practice by the antimonopoly bodies were perceived with great interest and positively evaluated by the workshop participants”.
