Illarionov was speaking during the opening of the conference and in his address focused on the need to improve the efficiency of managing railways infrastructure during the structural transformation at Russian Railways.
On 1 October 2012, the formation of the Central Infrastructure Directorate was legally enshrined, thus completing the creation of a vertically integrated management system at the Holding. As Alexey Illarionov noted, the directorates were set up at the same time as the management system.
In addition, from 1 October 2012, the current management system for infrastructure objects also began commercial operations on the rail network, while during 2010-2012, a unified technology for work process management was created and implemented for all enterprises belonging to the infrastructure complex. This system contains information on more than 15 million infrastructure objects on which more than 20,000 users work, making it one of the largest infrastructure automatic control systems in the world.
Illarionov also spoke about the main work areas slated for next year with regard to railway infrastructure objects and management information systems, including the:
creation of a qualified mobile workplace;
creation of a single solution for the diagnosis and monitoring of infrastructure facilities;
optimisation of production planning;
development of an evaluation and forecasting system for infrastructure.
Valeriy Vishnyakov, the Director of the Main Computer Centre, a branch of Russian Railways, spoke about international information cooperation in industry reform when addressing the conference.
In particular, he noted that in accordance with a plan signed with the Customs Union, the introduction of electronic documents in international traffic for export operations should be completed by the end of 2012.
As part of the conference, the "Infotrans 2012" exhibition of industry achievements was held and featured the latest information and communication technologies, goods and passenger traffic management systems, IT solutions to ensure transportation security and safety, modern navigation and communication tools for the transport industry and dispatch and traffic management systems used in railway transport.
