Expert-Grup Named Moldovan Budget for 2013 Unreal
OREANDA-NEWS. October 26, 2012. This was stated by Director of the Independent Analytic Centre Valeriu Prohnitchi during the roundtable discussion as he reported on the draft national budget for 2013.
According to him, many budget programs and lines were not discussed properly with representatives of the civil society. As a result, risks arise of funds’ being spent to back interests of officials instead of meeting real needs of this or that sector of the national economy. Besides, the public debate has to last at least one month because its quality influences on the quality of the budget, experts think. The budget estimate base is too optimistic and puts at risks an opportunity to keep the deficit within the limits established, the researchers say.
According to them, the fiscal policy for 2013 will not give the effect expected and authorities, as before, lay the shift to imports consumption and remittances from abroad. However, Minister of Finance Veaceslav Negruta noted this is for the first time when the budget is passed in time and its much better to enter the new year with the prepared budget and to adjust it later if necessary. According to him, there is a risk that GDP will grow 3.5% instead of 5%, but it is just a risk and this is an objective of the government to reduce it.
