OREANDA-NEWS. October 26, 2012. A delegation of the Federal Antimonopoly Service (FAS Russia) led by Stats-Secretary, Deputy Head of FAS Russia Andrey Tsarikovskiy, is taking part in a session of the Competition Commission of the Organization for Economic Cooperation and Development (OECD) in Paris, reported the press-centre of FAS Russia

The Head of FAS Department for International Economic Cooperation, Lesya Davydova, and Assistant to the Head of FAS, Vladimir Kachalin, took part in a meeting of the Working Group for Competition and Regulation, where participants discussed issues of enforcement, advocacy, evaluation of the impact of competition policy upon economy in OECD members, inter-relations between competition, industrial and economic policies in these states.

On 23rd October 2012, FAS representatives took part in a meeting of the Cooperation and Enforcement Working Group, where representatives from different countries discussed specifics of the national leniency programmes for participating in cartels, as well as restrictions for international cooperation in relation to exchanging confidential information between competition authorities from different countries.

On 24th October, OECD Competition Committee opens a session that will focus on competition development and protection on financial markets; in particular, members of the Competition Committee and invited persons will discuss the situation on the market of payment systems.

On 25th October, OECD Competition Committee plans to discuss new approaches to global challenges and highlight the role of efficiency requirements in antitrust law.

On 26th October 2012, at an advocacy workshop of the International Competition Network (ICN) Assistant to the Head of FAS Vladimir Kachalin will make a presentation “A Project of the Competition Advocacy Group – Developing Competition Culture”. The workshop will also discuss such issues as advocacy and institutional structure, explaining competition advantages to the government and legislators, the role of ICN in competition advocacy, the main principles of advocacy, and work with the judicial community.

During this period, Stats-Secretary, Deputy Head of FAS Russia Andrey Tsarikovskiy will held negations with representatives of OECD Competition Committee, the European Commissions and competition authorities of Mexico, Serbia and Mongolia.

In 2009, FAS Russia was the first of Russian executive bodies to start the process for Russia ascending the Organization for Economic Cooperation and Development, by making a report of the state of competition in Russia at a session of OECD Competition Committee. Negotiations about Russia ascending this influential international organization as a fully-fledged member continue.
