OREANDA-NEWS. October 25, 2012. The annual report by the International Financial Corporation and the World Bank Doing Business 2013 measures business regulations in 185 states. Unlike the past year, Moldova left the list of leader states which showed best results in creating business-favourable environment. Just in opposite, Moldova gave up 8 positions of 10.

Moldova got the worst grades in following areas: obtaining construction authorizations – the 169th , 4 lines down as compared with 2011); hooking up to energy supply systems – the 161st, (-1); foreign trade conditions – the 142nd, (-8); taxation level – the 109th (-26); conditions for opening business – the 92nd, (-4); insolvency settlement – the 91st ( the same), investment protection- the 82nd (+29).

The best positions of Moldova concern property registration – the 16th (+2), lending access – the 40th (unchanged), ensuring of contract implementation – the 26th (unchanged). The research states Moldova has improved insolvency procedures by prolonging the period of restructuring for insolvent companies and specifying requirements to skills of bankruptcy commissioners. Among negative changes there is an increased fiscal burden and more complicated procedures to ensure contract implementation due to abolishment of special courts.

The group of top ten states with the best terms for doing business included Singapore, Hong Kong, New Zealand, the USA, Denmark, Norway, the Great Britain, Korea, Georgia, and Australia. The worst places for doing business were Congo, the Central-African Republic and Chad. Many states of the former USSR business conditions are more favorable than in Moldova. For example, Georgia ranks the 9th (the 16th in 011); Kazakhstan is the 49th (47); Armenia is the 32nd (the 55th), Azerbaijan is the 67th (66); Belarus ransk the 58th (69) and Kyrgyzstan ranks the 70th (unchanged).

Conditions for doing business are worse in Russia – the 112th (120); Ukraine – the 137th (152); Tajikistan – the 141st (147) and Uzbekistan – the 154th (166). Romania kept the 72nd position, Bulgaria climbed up from the 66th to the 57th. The Doing Business 2013 was carried out between June, 2011 and May, 2012.
